The Registrar General's department was formed for registration of birth , marriages and deaths of the populace Sri Lankan and legal documents pertaining to properties, with a view to safeguarding their fundamental rights.

This department was initially established in 1864 for the purpose of registration of land and entrusted with civil registration i . e births, marriages and deaths in 1867.

Civil registration acftivites have been decentralized upto the divisional secretariat level and accordingly a distric registrar's division is operating in every divisional secretariat

Land registration process is carried out at the district level and 42 land registries have been established for the purpose

The registrar general's department is operating under the ministry of public admnistration and home affairs.

Issue of birth certificates in Mullaithvu and Kilinochchi Districts( 2009-05-04)
As government servants it is our duty and responsibility to facilitate the general public who arrived at safe places due to rescue operations against terrorists in Mullaithivu and Kilinochchi districts. It has been identified as a task of foremost importance that the rights of these helpless people should be protected and therefore their important legal documents such as birth, marriage and death certificates should be granted to them immediately as required.
