The Registrar General's department was formed for registration of birth , marriages and deaths of the populace Sri Lankan and legal documents pertaining to properties, with a view to safeguarding their fundamental rights.

This department was initially established in 1864 for the purpose of registration of land and entrusted with civil registration i . e births, marriages and deaths in 1867.

Civil registration acftivites have been decentralized upto the divisional secretariat level and accordingly a distric registrar's division is operating in every divisional secretariat

Land registration process is carried out at the district level and 42 land registries have been established for the purpose

The registrar general's department is operating under the ministry of public admnistration and home affairs.

Title Registration Programme (Bimsaviya).

Title registration has been commenced in areas such as Gampaha, Negambo, Rathnapura, Gampola, Anuradhapura, Homagama, Delkada, Kurunegala, Kandy and Hambanthota by the Title Registration Act No.21 of 1998

Peoples Mobile Service – Kinniya ( 2009-11-16)
A mobile service was held to solve problems prevailing in the Tsunami affected areas and resettlements areas on 14th Nov 2009 at Kinniya Central College. Registration of Births, Marriages and Deaths and issue of copies of such certificates was carried out. Senior staff officers of the Department participated in this event.

Registration of Births, Marriages and Deaths and issue of copies of such certificates was carried out. Senior staff officers of the Department participated in this event.
Workshop for staff officers ( 2009-11-04)
Workshop for staff officers of the Registrar General’s Department was held at Kandy on 01st & 02nd of November 2009 under the Equal Access to Justice Project under the National Constitutional Affairs and National Integration. Officers were made aware of how to provide an efficient and excellent service to the Public. All acts and ordinances and circulars relevant to the Department, i.e.: Document registration ordinance, Title registration act Birth, Marriage and Death registration act, Registration of attorney act were distributed among the officers who participated in the workshop. All Tamil medium officers attached to the Northern and Eastern provinces participated in this event. At the end of the workshop, the officers were given the opportunity to visit the Land Registry, Kandy which provides an excellent service.
