Mission

“Our mission is the Registration of Legal documents pertaining to Movable and Immovable Properties and Registration of Titles in Sri Lanka and Registration of Marriages, Births and Deaths, the primary domestic events of the populace; the preservation of such documents and the issue of certified copies there from at request and thereby assisting the populace to protect their rights.”

Vission

Assist the Public to secure their rights by registration.

Objectives of Department

To secure registration of primary domestic events such as Marriages , Births & Deaths
Registration of legal documents relating to movable & immovable properties .
Preservation of records pertaining to such registration .
Issue of certified copies from such records .

Organizational Structure

Registration

1.1 Registration of documents

Registration of documents pertaining to immovable properties .
Registration of documents pertaining to movable properties .
Registration of powers of attorney
Registration of Titles.

1.2 Civil Registration

Registration of all marriages , births and deaths in the island and registration of marriages , births and deaths of Sri Lankan citizens which
occur outside the island .
Registration of judicial orders relating to adoption of children and re-registration of births of such children .
Making decisions on requests relating to divorce under kandyan marriages and divorces Act.
Registration of Kandyan marriages and divorces .
Making decisions on application for divorces under Muslim Marriage & Divorce Act .
Registration of Divorces under Muslim Marriage and Divorce Act .

Custody and preservation

Custody and preservation of aforementioned documents , Notarial duplicates and other documents .

Issuing of certified copies
	Certified copies of the certificates of Marriage, Birth and Death certificates relating to such events occurred in Sri Lanka can be obtained from the relevant Divisional Secretariat, which the place of occurrence of such incident belongs to.
	Certified copies of the certificates of Marriage, Birth and Death certificates relating to such events occurred outside Sri Lanka can be obtained from the Colombo 10, Maligawaththa, Central Record Room.

Issuing of translated copies of certificates .

Issuing of translated copies of certificates in Sinhala, Tamil and English.

Amendments

Amending of documents on requests of persons and on judicial orders .

Publishing Vital Statistics .

Administration of Holiday Ordinance .

Sub - Activities

Appoint and administration of Notaries and Registrations of Marriages , Births and Deaths.
Supervision of Quazis .
Conducting Statutory inquiries .
Ensuring the charge of relevant stamps fees on the deeds and other documents .
