This is a land registration program that facilitates online operations through a software platform, enabling the verification of necessary land-related data in Sri Lanka (allowing both investors and the general public to obtain information promptly) and expediting the confirmation of land ownership rights in an investor-friendly manner.

Background of the Department

The Registrar General's Department is a 161-year-old department that protects the civil rights of the public as well as the legality of property.
By continuing to use this manual system, the department has become unable to release property registration information promptly to the public and other institutions and also the land records are getting destroyed due to natural causes and frequent use.
Furthermore, due to the lack of a second copy of the land records, a destroyed land record has been a strong obstacle to re-establishing or issuing or the currently used system.

Inception of the Land Project

The E-land project has been initiated with the aim of improving Sri Lanka's status in the Ease of Doing Business Index for investors by improving the ability to quickly acquire information about Land during property registration.
Also, to streamline the 161-year-old department and make it possible to obtain information through software to facilitate the registration of rights, this project is also the basis for starting this project.
Moreover, the intended objective of this project is to streamline the 160-year-old department and provide information retrieval via software to streamline the Title Registration process.

National Importance of the e-Land Software

It is aiming to provide prompt service to the public through got rid of the existing registration system of the Registrar General's Department, and to provide the necessary information to government institutions and all other institutions in Sri Lanka through property registration while the software is expected to maintain the quality of the land administration system for the future prosperity of Sri Lanka by reducing the process time and cost of property registration by using modern technical strategies, as well as creating the ability to retain Sri Lanka's investment status at a high level at the international level.

Expected Objectives of the Software

  • Ensuring the security and confidentiality of registered data.
  • Providing online computer access as required to examine registered information (online search).
  • Maintaining registered data in an integrated digital format in the central repository.
  • To provide digital copies or certificates issued to the public in future.
  • Establishing an online link between the duties of Registered Notaries and Land Registry Offices in Sri La
  • Providing registration related information (through software) to the necessary government agencies promptly.

Facilities available to the public through this program

  • No need to physically visit land registry offices to get services.
  • Increasing the security of registered volumes and able to reduce irregularities occurring in volumes.
  • Able to get necessary copies to the owners in digital form efficiently.
  • To enable the public to visit land registrar offices to get services and get rid of from brokers.
  • Ability to check documents and apply copies online and able to obtain clear copies.
  • Enhancing the security of currently registered volumes and taking measures to reduce irregularities occurring in the volumes.

Current Status of the e-Land Program

The E-Land software is consisting in three phases (Iteration I, II & III) and the Iteration I has been successfully installed in 16 Land Registries. It has planned to establish Iteration I in other land registry offices island wide in the future.

The Iteration II of the software has been installed in 06 land registries (This pilot program is currently working while testing).

Iteration III of this E-Land software is currently in progress.
