Vision
Acting as the pioneer in citizen-centric service provision by registering, conserving, and issuing certified copies of legal documents that confirm the legal ownership of immovable properties, and the civil rights of the public.
Mission
Registering legal documents related to immovable properties, registering land titles in Sri Lanka, and registering vital life events such as marriages, births, and deads, conserving those documents, and issuing certified copies of them upon request, thereby assisting the public in protecting their rights.
About the Registrar General's Department
The Registrar General's Department has been established with the objective of protecting the fundamental rights of the Sri Lankan people for the registratio of births, marriages, deaths, and legal documents related to properties. It operates under the MInistry of Public Administration, Provincial Councils and Local Government.
The Department was first established in 1864 for the purpose of land registration. The civil registration functions, namely the registration of births, marriages, and deaths, were assigned to the Department in 1867.
For document and title registration, there are 07 Provincial/ Zonal Offices, 17 Districts Assistant Registrar General Offices, 50 Land Registries, 09 Record Rooms, a Consular Diviison, a service for issuing certified copies and translating certificates established at the Suhurupaya Service Center, and 336 Additional District Register Offices established island-wide.
Under the Registration of Title Act No. 21 of 1998, the registration of land titles is also a function assigned to this Department. Accordingly, the Registrar General's Department is one of the main departments in the country. It provides efficient service to the public, covering a wide range of activities.
To fulfill its vision and mission, the Registrar General's Department aligns with all divisions of the administrative system. It pays special attention to research and development using modern technology to improve the quality of its service and provide a citizen-friendly, effcient service. The Department regularly studies new international trends relevant to its scope.
The Registrar General's Department has enable e-programs including e-BMD (Electronic Birth, Marriage, and Death), e-land, e-population and e-title (a one day service program for issuing folios and deeds), and online program for issuing birth, marriage, and death certificates.

The Registrar General's Department was established under the Land, Registration, Ordinance No. 08 of 1863 with the objective of registering the ownership of lands located in Sri Lanka and registering documents of disputed lands.
However, until then government was ready to register land ownership, the registration of legal documents related to lands commenced in January 1864. The civil registration process in Sri Lanka was initiated in 1867, and the responsibility for these functions was subsequently transferred to this Department in 1958. This Department was established to achieve the core objectives of registering land titles, maintaining legal documentation related to lands, and managing civil registrations.
